Here in Milton Keynes, we have an ambitious and exciting regeneration and house build programme with a current approved programme totalling £138m, together with a five-year investment programme into our existing stock totalling £165m. The Housing Project Accountant will be responsible for day-to-day oversight of the Council’s Housing Revenue Account, monitoring and setting revenue budgets of £56m as well as the Housing Capital Programme. The post holder will also be responsible for assessing the value for money of schemes as they are identified so they can be taken forwarded and added to our growing capital programme and play a key role on project boards to ensure effective delivery of schemes. All roles at this level will work closely with other members of the Finance Team to help shape the Finance functions and processes.

Housing Project Accountant

The Finance Manager for Environment and Property will cover highways, waste, landscape, property, car parking and passenger transport. The expenditure budget will be circa £80m and income budget circa £15m. The postholder will lead on budget monitoring, budget setting, year-end as well as supporting on key projects and providing robust advice to senior managers. There will be line management responsibility for one member of staff. All roles at this level will work closely with other members of the Finance Team to help shape the Finance functions and processes.

Finance Manager Environment & Property

The Finance Manager for Children’s Services will cover key areas including Schools, Special Educational Needs and Disabilities, Sufficiency, Access, Attendance, School Improvement and Community Services. The budget will be circa £14m general fund and £292m Dedicated Schools Grant. The postholder will lead on budget monitoring, budget setting, year-end as well as supporting on key projects and providing robust advice to senior managers. There will be line management responsibility for three members of staff. All roles at this level will work closely with other members of the Finance Team to help shape the Finance functions and processes.

Finance Manager Children’s Services

The Finance Manager for Adult Social Care will cover key areas including Learning Disabilities, Mental Health, Physical Disabilities and Older People. The budget will be circa £70m. The postholder will lead on budget monitoring, budget setting, year-end as well as supporting on key projects and providing robust advice to senior managers. There will be line management responsibility for two members of staff. All roles at this level will work closely with other members of the Finance Team to help shape the Finance functions and processes.

Finance Manager Adult Social Care

The Management Accountant role will support with the budgeting, monitoring and year end for our most volatile budgets in Adult Social Care, including undertaking financial modelling to aid forecasting and business decision making. The postholder will provide financial advice to projects across Learning Disabilities, Mental Health, Physical Disabilities and Older People Services. Additional responsibilities of the role will include the completion of key returns including ASC-FR and ensuring compliance with Financial Regulations.

Management Accountant – Adult Social Care

The Management Accountant role will support with the budgeting, monitoring and year-end for our most volatile budgets in the Children and Families Services, including undertaking financial modelling to aid forecasting and business decision making. The postholder will providing financial advice to the service on areas such as Children’s Placements, Children’s Centres and Support Services. Additional responsibilities of the role will include the completion of government returns and ensuring compliance with Financial Regulations.

Management Accountant – Children Services

The Service Accountant role will support and challenge budget managers and school business managers to ensure that they are managing their budgets as efficiently and effectively as possible. The postholder will providing financial support with action plans and business cases to aid with future decision making. Additional responsibilities of the role will include completing government returns such as the S251 and ensuring compliance with Financial Regulations.
